In recent years, incidents of vessel grounding during operations on domestic offshore cranes and other engineering vessels have occurred frequently. Currently, the technical requirements for mooring equipment all point to the "Domestic Navigation Ship Construction Code" (hereinafter referred to as the "Code"). This code is approved by the Maritime Safety Administration of the Ministry of Transport according to prescribed procedures and is issued by the China Classification Society. 


To enhance the inspection technical requirements for anchoring equipment of newly-built offshore engineering vessels, to ensure that the technical requirements of the anchoring equipment are in line with the actual situation and to safeguard the safety of ships and crew members, in accordance with the requirements of the "Notice", the following measures are taken: First, starting from March 11, 2025, domestic navigation newly-built (including major renovations) lifting vessels and pile-driving vessels are prohibited from using steel wire ropes to replace the bow anchor chain; Second, for newly-built (including major renovations) engineering vessels such as lifting vessels and pile-driving vessels in coastal navigation areas, the anchoring equipment should be directly selected based on the number of outfitting, without downgrading the configuration.
